I picked up a copy of Sonic Jam on the Saturn, and it's great. I haven't had a chance to play the newly released Mega Collection yet, but how does the Mega Collection's emulation of the old titles compare with Sonic Jam?
After playing through Sonic 1 and 2, the gameplay is perfect, with occasional barely noticable slowdown. The music, for the most part, is perfect, but sound effects are off sometimes. Also, the game seems to have the inability to play more than one music track at once, so there are awkward points when you get speed shoes or invincibility. I would imagine I would like playing the game more with a Saturn controller also.
On the other hand, Mega Collection has a lot more games on it, and you can use the Wavebird...

Well, Sonic Jam has that nifty 3D Sonic stuff, and lets you save your game progress for any game. Mega Collection features a ton of games, but no 3D Sonic thingy and only lets you save your progress in the Sonic games that enabled it. I figure, they're both pretty cheap to pick up, might as well get them both.

But not being able to save just seals the deal for me. Until I see Sonic Mega Collection on the cheap I'll stick with my copy of Sonic Jam.

All the slowdown that was in Sonic Jam was in the cart version if memory serves me correctly.
Mega Collection doesn't have any slowdown or weirdness that the originals didn't, but it doesn't prevent the games from slowing down where they did on the Genny. It appears that they've been able to emulate the Genesis on the GC perfectly.
What kind of extra stuff does Sonic Jam have? Mega Collection only has a few videos on it like the intro and ending to Sonic CD, some pictures, the manuals, and pictures of the comics. I wasn't really blown away by any of it.
