Yes, Jason was dead in the beginning, and Freddy was in hell, unable to hurt anyone, powerless other than the ability to create illusions. He didn't have any real power over Jason there...after all, Jason came back to life on his own, Freddy didn't have the power to actually raise him, he just gave him a reason to bring himself back to life (pretending to be his mommy). So, it seems that Jason can raise himself any old time he wants, and Freddy can't. But even if Jason WAS dead, it would mean Freddy was too, because Freddy can't influence dead people in the dream world. And why would Freddy waste his time making Jason think he won, except to keep himself safe because he was afraid of him? Sorry, my friend, but your idea holds no water. It just sounds like the desperate theory of a Freddy fan who can't deal with the fact that his hero lost. :p No offence, but my theory is more logical. Same happens at the end, Jason is happy thinking that he WON, and walking back to his hideout perfectly intact and carrying Freddy's head. He THINKS he WON, and thats PERFECTLY ACCEPTABLE for Freddy. Who can now safely go back to haunt dreams of Elm Street victims, since the rampage the duo caused is scared ALOT of people. So he can gain his power back.
Besides, like it was pointed out above, I think you're reading into the ending to much. Everything else about the movie was totally simple and straightforward (the plot, Freddy and Jason's motives, everything, was explained in detail multiple times by almost every fucking character in the movie)- it would be totally against everything if it suddenly tried to get all complex at the end. The end, like everything else in the movie, was supposed to be taken as is. FvJ isn't supposed to make you think. :)
