I am pretty sure these are mentaly challanged kids. Which might explain why some of the kids did nothing. Because the mom of the kid who came foreward seemed really proud of her child doing a simple and obvious course of action. And if the school is for mentally challanged kids then the guys should be drowned in a river, but that would be same case if it was any child, not just a mentaly challanged one.
