If you read the article, it's not clear if that effect is apparent to the naked eye. They mention the picture being taken with a special camera setup.

Definitalty Photoshopped. Look at the line in the guys shirt that's supposed to be the streed. Now look at the stairs he's standing next to...the car is going to crash right into the stairs. And a section of the right side of the car should be in view outside of the cloak.
