Yes, the type of person you just described deserves a little help. Why? Because he's poor. Being black has nothing to do with it.
AA is detrimental to both sides. Obviously, whites are hurt- for the typical white student today, there's the possibility of getting rejected from a school in favor of another student who may not be as qualified as the white kid, but gets accepted over him simply because he's black. And what kind of message is AA sending out to the minority groups? "Wow! You're black, and you're applying to college? Geez, shouldn't you be out in the hood mugging and shooting people or something? Here's 20 extra points, simply because you're here and not in jail or on some street corner selling drugs!" This policy simply lowers expectations for blacks and other minorities. This leads to minorities lowering expectations for themselves.
I'm good friends with a kid who lives a couple of blocks away from me. His house is a little bigger than mine, his parents make as much/more money than my parents do, and he goes to a respectable prep school. He's black. Why should he be given an advantage over me when we're applying to college?
If we want to eliminate racism, we need to stop practicing it.
