Here's who think should be cast:
If this was branching towards the Street Fighter III story where the new villain is Gill and Ryu and Ken were older and more macho, (not kids) I would get Dolf to play Gill(he would be in Rocky IV mode), Schwarzenegger as Alex (put a wig on him, make practice swinging arms around and grabbing), Van Damme could be Ken (van damme can practice slow motion spin kicks and hurricane kicks) and Siegal (stand there and parry with an occassional palm thrust and fireball-like power move) as Ryu. :D
..Oh and and Will Smith could be Sean. (required to add some light humour to this violent movie)
I would want the movie to be more in the style of "bloodsport" where the fights are more underground and there is much more secrecy about the organisation (who holds the tournament and invites the characters to enter, with each character having thier own reason for being there and gradually being revealed over the course of the movie) and the Secret Society's leader.
