Not necessarily. Many professional underwater photographers rely heavily on Photoshop to restore colour balance to their photos. If you're taking pictures any deeper than 10-15 feet or so below the surface, much of the colour is lost and the whole picture looks blue. Editing the photo after the fact is a lot easier and more versatile than playing with filters, especially if you want to take photos at different depths on the same dive. Usually you can't change filters without taking the whole camera apart, which isn't something you can do under water. For this reason, digital cameras are now very popular among UW photographers.
