That's some funny shit. Where are the bomb sniffing dogs when you need them? Normally, I wouldn't side with the "victim" on matters like this, but when a car is repossessed by the government and isn't thouroughly checked for drug paraphenelia, that's totally the government's fault.
And the new owner takes the fall for the drugs? That's insult to injury.

Honestly, I think he should be compensated for pretrial time spent in jail. It's a shame he cannot recover damages for false imprisonment.

He can probably sue for lost wages at the very least. The there's always emotional distress, tortious interference, the rage of tort and all that other legal sounding BS.
If he could sue for false imprisonment, so can every defendant who spent time in jail before his case was dismissed. Not only would this lead to a ridiculous amount of liability for the government, it would also give prosecutors a strong incentive not to drop stupid cases.
The victim can recover for his imprisonment losses in a suit for negligence. The court here hit the nail on the head.
