Yeah, VC runs like butter on my P3 600mhz w/ GeForce 256. That's much lower than the requirements on the box. Go figure.
I'll check out the mods tonight.
An even better mod would be replacing Vice City with Liberty City. Then I might still be playing it as opposed to always going back to 3.

GTA3 runs really crappy on my computer. There's a conflict with my video card and I have to DL a million things just to have the textures displayed properly...It's playable however with the resolution all the way down but most recently the cars have become dis-proportioned.
