I'm not positive, but I think that it's actually mildew. I took my glasses apart and cleaned that shit out, and it seemed very mildewey to me.

It's copper oxide, petina, like the stuff on the statue of liberty or old pennies.

Dolemite, I have this problem as well, it's some kind of algae/fungus/mildew buildup as others have suggested near as I can tell, probably from the swet and oils that come off your nose skin and rub onto the glasses nosepads.
Try some of the suggestions in the link TNLthugg posted, or just bring your glasses down to the local Pearlvision/Eyemasters/Lenscrafters and they should replace the nosepads for free. That's usually what I do :)
