I'm a little bumed out on Namco's track record here, first they upgrade tekken one after another until the series finally slipped (tekken 4), but now after playing SC2 and seeing how little it's advanced, I belive there's going to be a repeate in the cycle.
Just after going a few rounds on the VGA (sweetness :D), it was easy to pick apart how far or little SC2 has actually gone. There's a great deal of texture work that still only offers it's best detail once viewed through VGA, but the models of each character isn't that far off aside from a very few spots that show it's edges. Some shared animations are slightly altered and nothing much as changed gameplay wise in between.
Now what really gets to me is if the DC was still a heavy player on the market and namco decided to include a version for sega's own, I don't see how it's going to look any different from what even xbox or gamecube would have offered. SC "IS" a first generation DC game, if not the first title out the gate! Just looking at how well this title performed is enough to convince me there's more then enough graphic power then developers may have realized, but sadly killed off any interest towards it's evolution favoring the "bigger fish."
Ok, here's some things I found that may devide the issue:
SC1
easier 8-way system (no joke)
character balance is more loose and pinpoint
character designs look better (like comparing Ivy's 2nd outfit with SC2's George Washington look-a-like)
VGA
Rock and Hwan are playable cast members (including lizardman)
SC2
updated move-lists
possible improvement over character balance, but SC feels more "loose"
walls add to gameplay
progressive scan (even though I don't know how it compares to VGA)
newer characters
better weapon master mode (and return of weapon select Woot!)
Way I'm seeing it, I think I feel better playing SC cause of how well this feels in general. Even if returning players have new moves, it just seems a little rough around the edges, plus they messed with the guard-impact system which is something I didn't agree with.
Overall, just like tekken tag to tekken 4, I'm not seeing all that much of a "sequel."
