I have never seen a motherboard that had the auto detect for the hd's and cd drives in a different place.
What model mobo is this?

Heh, it's an Asus, I can't recall the model number at the moment. There was a page for the HDDs, and a page for the others (cdrw/dvd/floppy), but there may have very well been one with all of them on it. It's been months since I've been in my BIOS. My PC boots too fast to even get to the BIOS. (20 seconds from power on to having TNL open)
Go back and check again, then tell me what you found. ;)

one thing you might want to try first is to go to the device manager, and delete everything under IDE controlers. Then reboot, windows will re-install the ide controller drivers, I had this issue a while back on a PC at work...
