A chase figure is any figure or variant that was supplied in limited quantities. She is on store shelves, and though she can be found with much less aggravation than either Keldor or the mail-order figs, she is still pseudo "limited" because of short packing (not actual production numbers, like the aforementioned figures). Therefore: short packed figs = chase.
When you say chase, I think you're talking exclusively those figures available to anyone at any store, but because of ridiculous short packing practices are extremely hard to find. I was talking about all of the above. ;)

Yeah, I've collected some figures with horribly low amounts of any given figure (Knight Fall Azreal, which I own, was so limited people were paying near $120 for him upon release . . . I found him on a store shelf for $8), so I know what you mean. Though I find it just as frustrating as you do, I still like the idea behind chase figures. It gives us collectors something to hunt for. Makes the hobby that much more fun, for all the aggravation it seems to bring.
And I swear I saw a Red Skull at the local Wal*Mart not three days ago. I'll see if he's still there and pick him up for you, if you'd like.

I've worked in a TRU, and I've seen scalpers first hand. They are usually there BEFORE the store opens, every morning, waiting until we open to dig through all the action figures for the first 20 minutes, and to take every chase and or valuable figure. When TRU first brought out the re-issues, some guy came in and bought EVERY SINGLE optimus prime, talking about how he's going to make a killing "ripping off those stupid transformers fans". Luckily I hid about 3 or 4 toys for myself and the customers I personally knew who wanted it, but not everyone is that lucky.
I hate these kinds of bastards. One of my buddies did this with the Nightmare Before Christmas wristwatches that Hot Topic offered as a limited exclusive. He buy all the stores out in the area and eBay them for rediculous premiums. I told him I hated that he did it, but he just laughed at me.

He-Man is the line that killed off this new found hobby of collecting for me, but Transformers Energon brought me back because everything is so abundant and easy to find. We're so lucky that the line is so readily available, so you can just walk in and get whatever new figure you want, 90% of the time.
And yea, the fact I'll never get Evil Lyn also killed off He-Man for me. I like to try and get as much of a complete run of stuff as I can, and well, that shit kills it for me when I know my odds are 1/1000 of even finding it.
I can understand what you're driving at, but I don't necessarily agree with it. All of it, anyway.
