I think it would be pretty cool if you had a democratic system where you vote for parties to take over certain portfolios, instead of the all or none system.
For instance:
You could vote for the Democrats to run Health Care and Education,
the Republicans to run Defence and Imigration,
and the Greens to run the Environment.
And the party which would have controlled all portfolios in the old system would have the budget. But you'd have to set a budget protocol in the constitution so that party couldn't starve the portfolios run by opposing parties.
