Because there are more uneducated, unskilled, non-English speaking people from Mexico trying to get in to the U.S. than any of those other nations. Mexico is a Third-World nation, unlike Europen countries like Scotland. Plus, Mexico is right there, so it's easy to travel to the U.S. in an attempt to immigrate, unlike people coming from other continents, which can be quite expensive. Even though many Mexicans got turned down in 2000, 173,919 still managed to immigrate to the U.S., which is 128,267 more people than the next closest nation. They're doing fine. Many many more people try and fail to immigrate from Mexico than try and fail to immigrate from Scotland, but I'm sure the number of people that try to immigrate here from countries other than Mexico is vastly disproportionate to the number of Mexicans that try to immigrate. That's why Hispanics are now our largest minority. If we let in every Mexican that wanted to be an American citizen the country would be empty by now.
