I think you should legalise ganja, but make every child visit IGN so they become "educated" about it. The "hard drugs" should be illegal, but there should be a goverment funded drug program where junkies have to register themselves. After registration they can go to "shooting galleries" where they get free goverment produced drugs (so they are clean and cheap) and have nurses onhand to make sure they don't OD, and while they are there you can have social workers to try and deal with their shitty junkie problems and get them off it.
That way, you're not opening the drugs up to a wider audience (legalisation) but your still gonna cut crime (since the bastards get it for free) and you also have an avenue for gay social workers to feel better about themselves by talking to people who are essentially already dead.
