From the government's perspective, tax = income and spending = expenses. To balance a budget, if you cut taxes, you should also cut spending. If you raise spending, you should raise taxes. I don't care which strategy government chooses as long as it picks one. Bush Jr has simultaneously cut taxes and increased spending, which is why the record surplus has turned into a record deficit.
