It's a conservative idea which suggests that the only way to reduce the size of government is to cut taxes by huge amounts. The theory is that since the public likes tax cuts, but it doesn't like deficits, and it's ambivalent about big government, by creating a huge deficit (through tax cuts), the public will be okay with major cuts in government.
Well, instead of just using tax cuts to "starve the beast", how about we use tax cuts - and huge spending increases? If the public has to choose between a bankrupt US government or a government with far fewer social services, which one will they choose?
I don't know if it's true, but I honestly wouldn't be surprised if Bush was pushing up the deficit wildly in order to justify massive, massive spending cuts in, say, 2006. He doesn't need to get reelected, does he?

After what Davis did to it, the state needs to be privatized to some degree. California is a fucking train wreck. You need a lot more than a band-aid like tax increases or the car tax to fix the problems. And as far as I know, tax CUTS are not part of his budget - but neither are tax increases. In the US you still have people arguing over the color of the cat rather than the real issue - - does it benefit most of the people, and bring up the whole society? Does it float all boats? I could give a rats ass about the color of the cat.
