So far, the worst quality controllers I've seen are that SNES one that Captain Veggie posted and these really crappy, cheap Dreamcast controllers my mother bought me for Christmas one year when I specifically asked for Sega ones; I don't even remember the brand. The SNES one made absolutely no sense at all and the plastic was flimsy. The Dreamcast ones had terrible triggers (I can't compare them to anything, they were just horrid and blocky) and the d-pad was this plastic that bent when even the slightest pressure was applied.
Those of you who remember and dislike SpoDaddy will be happy to know I gave those DC controllers to him. :)
In my opinion, I hated the GameCube controller - it was just too small and uncomfortable. I hated how small the Genny 6-button pad was. I don't see anything special about the original Saturn controller. I agree that it seems really light and flimsy, but it's not a bad pad by any means. Unlike everyone else, I love the original X-Box controller and the DC controller. I also really like the N64 pad - for the two games I play on it (Goldeneye and ASB 2000), it's perfect. Best pad ever, for me, though, was the AsciiPad for the SNES. I still have two of them which work perfectly fine and my hands never get cramped using them. Great for fighting games because the D-Pad is fantastic.
