So basically, you have a situation where the government doesn't want to help the car companies build a car they dont want to build and the public doesn't want to drive.
Part of this is the public apathy, part of this is yes, large oil companies influencing government (this has been going on well before GWB, though), part of it is self-fulfilling prophecy, and so forth.
It doesn't take Mensa to figure out that Iraq has oil, and that a pro-American government in Iraq will sell crude to American refineries at a more favorable price than OPEC.
But, of course, the Bush administration has no ties to the oil industry. Absolutely none.
