We for a lot of passwords that put you in random places with random sets of items. However, we also found two things that could NEVER be gotten during the game - a weapon that looked exactly like the Ice Beam, but red, and it couldn't feeze, and an Ice Beam with projectiles that were twice the size of the normal beam's projectiles. Glitches, no doubt, but still fun.
Justin Bailey was just one of those things, I'd assume. It just happened to be a password that made up a name that just happened to put you in a certain place with certain stuff.
Lastely, Samus NEVER ran around in a sports bra and panties, thank you - it was a one-piece outfit, like a leotard or a sports outfit or something. (Unless my memory is really, really bad.)
