Using AVON boxes to ship things is not allowed?

I'm just confirming this as bullshit because one guy over at neo-geo.com is trying feed me this as the reason he didn't send me my games.

The whole story:

This guy over at neo-geo.com forums was looking for two games. Since he was guy I dealt with before with no problems, I didn't mind helping him out. So I get the games and send 'em. (mistake #1 on my part) He then tells me that he can't pay until the next week, which I was cool with then. (mistake #2). When he finally gets the games, he says that they are not what he's looking for. (I guess he was looking for complete MVS kits, not having the cardboard box deems them as 'loose') After telling me that his friend wants them (which he turned down since they were 'too much'), I requested that he send the games back to me.

After a month of being jerked around this happens to be the best reason for the delay (along with my response):

My wife used to sell Avon and ill confirm that you absolutely CANNOT ship items in an Avon box or package.

JMET, what reason is there for that? A former friend of the family used to sell AVON, and I remember her mentioning that you couldn't ship stuff in an AVON thing, but I don't remember what reasoning, if any, that she gave.

I've shipped shit in fucking meat boxes, and drug sample boxes. You can get them to take most anything if you use your brain.

If you go to the post office they have posters up saying what you have to do to get them to ship boxes "advertising" products. All three of those are on there. The PO will even tell you that you can take thier Priority mail boxes and do this (if they are cool about it and they are not dicks).

But the only thing is, how did he even get the package into their hands for them to return it? This seems a bit odd unless he has a shiping area at work and just dropped it off.

Anyways, my neighbor had this problem with AVON too. Still, it should not have taken this long to get returned. Smells like BullShite to me.
