for a second when i read Outrun SP i though it was being made for the GBA SP! lol
anyways, Outrun upgrade is cool, but it sucks that it's announced now when the xbox is only getting the original Outrun 2 :(
and no, i dont think the new content would be downloadable, instead Sega would release Outrun SP on the xbox in a year or so!

As for OutRun 2 SP, I don't think Sega should charge full game price again for a home port. Let's not see another Street Fighter II CE in that regard- imagine if Sega later on brought out Hyper OutRun 2 and charged another $40-50.
One Jackson for the upgrade whenever a home version comes out would be fine, just like VF4EVO's US release.
