Chuck Rangel (D-NY) and others had been trying to introduce a draft bill as a means to force high income families to be represented in the military as much as lower income families. The idea had been tossed around quite a bit last year, but US Sec of Def Donald Rumsfeld has always opposed it. It hasn't been in the news for awhile because the issue is dead.

Worst case scenario: If another terrorist attack happens while we're occupying Iraq, we're going to have real trouble coming up with a large enough force to invade whichever country is responsible. Right now they're just oiling up the draft machine, as the article states, but I think they're oiling it up for the aftermath of a potential terrorist attack.
And for those who think the reinstatement of the draft is too far-fetched: Before 9-11, the idea of hijackers ramming 2 planes into the World Trade Center was pretty far-fetched too. I wouldn't rule anything out at this point.
My combat training is a bit rusty so I could use an excuse like this to tune it up.
I think it's safe to say if America has to rely on a bunch of message board geeks to defend their country and honor, the terrorists have already won. XD
bbobb is right, btw. This was one of those wacky rumor things that keeps making the rounds. A draft is always possible, but not amazingly likely.
What they should do instead of a draft if the demand ever arises is to offer an enlistment bonus of say $10,000. There'd be some takers- and those who signed up would know what they were getting into. To prevent backouts, the military could hold the cash in escrow and revoke it if the soldier was AWOL or otherwise dishonorably discharged. Once the soldier serves 2 years, the funds would be his.
The $10,000 carrot would be better than the stick. Like Error said, volunteers are best.

There was a bill floating around Congress that would have brought the maximum draft age up to 35. Do some searches and you'll find it. I'm too lazy right now.
If they draft me I'll pull an Eli Manning. The war on terror is a joke. I can't believe people willingly put their lives at risk for it.
