As long as EB can get away with gutting titles, they'll do it. It's all about money. The moment they start losing money because customers decide to take their business to a store that doesn't gut, they'll install sensors, cameras and special cases, for every game. Right now, the costs for making mock-up boxes out-weighs the benefit.
Clarification: I'm not sure if this is true in the States, but I know that in Canada, employees are no longer allowed to try out games.
And, honestly, I enjoy purchasing factory sealed products (DVDs, CDs and games), but to me, buying an open product isn't the end of the world.
