That is why seeding is important -- it adds to the global capacity of the bittorrent (which is the sum of the contributed upstream bandwidth of all of the users in the swarm). Even with everyone seeding though, a good number of those users will be <1.
In an ideal setting, everyone would contribute what they can -- and then half of the community would be >1, and half of it would be <1.
