I should also explain how I actually did this. What I did was use a combination of 2 versions of the same image. One version of the image was a traced bitmap with a very very high color threshold (to give the photo the appearance it has in the middle picture). Then I traced a bitmap to look exactly like the first image (but since it was traced it was all in vectors). The I proceeded to pretty much incorporate different aspects of the picture that looks exactly like the first one (i.e. the tail lights, decals, windsheilds, part of the road), and by doing so I was able to meld that painterly look with the realistic GT4 look.
