Probably the best game I've played with my new PC so far.

I highly suggest you follow this procedure after you register your CD key. Unless you like downloading 8gb of stuff that is already present.

Neither. Patch isn't out yet, isn't preloaded, they're just allowing you to activate on Steam for when it is ready.
