You can get a hearing in which they will decide your driving fate, but most people don't get granted the provisional unless you have a really good reason. They will give you two options, intoxalock, or suspension. My lawyer in my case told me that he has only seen one person win the MVA hearing, and that was because he travelled a bunch for work and always drove rental cars, so it was absolutely necessary.
