"Private party" shows up with a disproportionate influence at that, convinces the city of a better overall public use that it could provide indirectly with the land that you're on, and tough shit for you after that. I'm saying I would rather have avoided the problem in the first place by having had clarity in the law for something as important as this to begin with (property snatching warrants a little more effort than the phrase 'public use').
