Also, as you may have noticed, this why eBay doesn't sell import games:And is why all their games say on the back "For Japan Only" and why many of the instruction books have "For sale and use in Japan only" written inside them. Beyond merely stating it's illegal to sell videogames overseas it's also so to import a product which is directly against the interest of the copyright holder; in this case videogame companies often translate and distribute their own games overseas. Since that means importing can result in lost sales for their overseas divisions, selling imports is completely against the self interest of the owners and thus illegal (yes, that does blanket across the field in terms of videogames).
Importing games is illegal from multiple angles, about as much as pirating. It's not the playing of such which is against the law - your friends can come over and have a party playing it and none of them will be implicated AFAIK - it's the method of acquisition.
