I'm going to guess Burning Soldier, only because it has that general "look". But I honestly don't remember a city level like that in the game.

Edit: And to Opaque: B. E. Aquila actually did look pretty good (on Xbox at least), with tons of enemies on screen at once and some of the best colossal explosions of this generation. Not an easy game, either.

12 is Shadow Knights, a fun little Ninja Gaiden title from id software. I actually knew alot of these this round, but I've been beaten to it.
