Quite simply, you file a complaint in small claims court. He's not going to show, so you're going to win by default, and you're going to have to take him to collections. He's not going to pay them either, so I'd reckon you're out the $650, but in return he never gets a legit job, credit card or loan in the US ever again.

Now I tend to be a vengeful person, but I think that's money well spent.

That's an even better idea, but you have to walk a fine line. You don't want to be perceived as threatening or harassing. Just be matter of fact about the course of action you plan to pursue and let her fill in the blanks.

Your attitude should be "I'm sorry to have to do this, I don't really want to take this to court and risk ruining Shitbag's credit, we were friends for so long, but I just don't have a choice here."

You want Mom on your side. It's not her fault she pushed out a hellspawn.
