How come the FCC gets to act like this? There's no published set of guidelines, but they can still dole out fines like this?

There are people in this country with nothing better to do than complain to the government.
I remember one of the alt-weeklies around here interviewed this guy who would tape all the morning shows off the radio every morning, searching for anything vaugely offensive that he could jump on and report to the authorities. A no-life jagoff hermit.

Well then, they shouldn't pay them and make some very public moves against the system in order to get something started. That's the only other solution aside from bowing down and taking it up the ass.
