I don't know who produced it originally, but generally GDG buys licenses of unreleased products, so I would think it would be legal.

These classic system release projects are kinda cool when people aren't under the pretense that people would want to pay for this crap. This doesn't look any different than the crap 1992 gave us with the generic Street Fighter II clones.
Like that Penn and Teller game for Sega CD that was just released. It wasn't marketed, it was sensibly torrented.

Now I remember where I know the game from. There was a post at the digitpress forums last year where someone had a beta of it and sold it to GDG.

There is a 1994 Sega copyright on the title screen of the beta version that Adol guy had.
