As haoh has stated, you will not be charged a fee. In the payment (on sellers end), there is a link at the bottom that says "REFUND". This link will give seller a page to enter amount of the refund (full or partial). If full, the full amount will be refunded to you as if you never even sent the payment. Seller does not get hit with fees as if he never received it.

Ah that's good. That's slightly less to worry about if there's no paypal fees.
$7 isn't a lot, so I suppose it'll be ok. Maybe the guy didn't mean to falsely describe the item, so I don't wish to completely screw him over.

Bump.

Conclusion:
Nothing happened since I tried my best to sort it out with him, and after like 15 emails, I got no response. This has been like two months.
So I left him a negative evaluation. He left me one too, and I have applied to get them mutually removed.
I'm really pissed off about this, how he pretended not to exist, and then still did. I'd like to spam up his mailbox (he's with AOL), can I get into trouble through ebay if I do this, and would there be enough evidence to catch me if I did?
If so, I'll just post his address here, and I'm sure it'll get abused soon enough.
