You know, you make a good point about having Brock do that move on Rock on the Smackdown before SummerSlam. They already established that he has a killer bearhug that destroyed Hulk Hogan, so of course Brock will be targetting Rock's hurt ribs all throughout the match in order to lead up to that killer bearhug. But if they also had Brock hit the shooting star on Rock, then they could have also added a bit more drama to the SummerSlam match. During the SS match the announcers could be like, "Will Brock target Rock's ribs with a bearhug? Will he do ANOTHER shooting star like he did on Smackdown to FINALLY break Rock's ribs once and for all?" The match could have told multiple stories (bearhug and shooting star), instead of one (bearhug).
Good point, about the finishing moves - you wouldn't want people to expect the Shooting Star Press, or any move like that. I think that's one of the things that's good about the WWF: they haven't trained their fans to expect the same absurd moves (dangerous/unprotected stuff, 450 splashes and Shooting Star Presses) that Puro fans do, which keeps the wrestlers healthier and makes those moves all the more effective on the fans at the rare time that a wrestler does use one of them.
