They don't seem to be doing the same thing. R.O.B. (semi) interacts with a video game. Sega Chan appears to be more like those Tomy Omnibots.

I agree it would be cool to see this in Smash Bros. anyway. :)

So did this see a commercial release, or was this just an ad-mockup?

I think they made one, but it was too powerful and killed all the scientists that were working on it. I'm not sure if they ever found it, or if it still walks the streets feasting on children who don't like SEGA.
