They do in the streets in certain places. But you can easily just go into McDonalds and wait till someone goes in or out, and follow them through. Fails the system really.

A friend of mine just fished receipts out of trash cans when he was in Europe. Said he had no problems after that.

One of my guidance counselors in high school got busted for soliticing sex from a male undercover at a scenic overlook off a major highway. A few years ago they started closing it at dusk. No bathrooms there though, I think they all fucked in their cars or something.
