No, thats not it. He went in and constructed a cabal of corporate slime that has been powergrabbing since Nixon (literally) and neocon scum that has been working on an academic foundation for their beliefs since Vietnam. Then he let them manipulate him and advance policy that was designed to make them and their friends rich and powerful. It's as simple as that, I think.
