I think it's a good idea, but they didn't do it very well. There was kind of an awkward ripple through the theater I was in whenever he spoke.
Legit complaint for sure.

How can anybody not like Seymour Hoffman as The Penguin? Seriously... that is just awesome. They'd obviously have to seriously reinvent the Penguin for the movie, though.
Why is it necessary to reinvent the Penguin? That's what the Tim Burton movie did and it's why it's so shitty.
Just go with the comic version. Penguin is a mobster who's fucking ugly, always wears tuxedo's and somewhat resembles a penguin. He's not solo main villian material, but he would work well along with Catwoman and one other villian, possibly Riddler.
Yeah, he's an eccentric crime boss with a bird fetish who puts on airs of old-timey aristocracy. What's so unrealistic about that? I almost wonder if Nolan is only familiar with the Burton version.
