Because there are alot of loose ends in people's minds and a small time film maker can wrap them up in a way people can understand. Another good reason these documentaries are around:
You're a film maker fresh out of school (high or film school) and you need to start paying the bills. You can a. go work in marketing making ads, b. attempt an indie flick like Clerks (which cost like 60k out of Kevin Smith's own pocket, on credit cards), or c. make a documentary on a tiny budget and recoup the costs easily + 20k+ a year with a small website and burned media. Its not glamorous but it does give you experience, looks good on a resume and there's always a chance you could be the next Michael Moore.
Hell even a small indie deal for a documentary would net the film maker living expenses for a few years, a spot on the college tour circuit and possible backing and grants for his next film.
