No true it's just like Opaque said. I've saved arcade games on a memoery card and played them on other people 360's but under my profile/gamertag since they locked to that not the console and if the system is not connnected to the internet the arcade games will only runs a trial version.

Since videogames don't matter I suppose this is true. I still don't like to even imagine something like this could exist. If I could choose to end world hunger or destroy this game I'd have to take some time to really weigh the consequences.
