Not positive, but is this the one where Bart kept sending fake love letters (as "Woodrow") to Mrs. Krabopple? Then when the family found out, they helped Bart write a farewell letter to her. Falnders goes insane and flips out on the crowd (this quote being him letting his anger out on Lisda, of course) and admits himself into a mental hospital.
