Intention doesn't matter, reality does, and the reality is that the taser can cause serious harm (up to and including death) and there have been many documented cases of it. As such, its use should be adjusted accordingly. Additionally, a taser is not a convenient "make this guy shut up" tool, but that's what it's increasingly being used as, and I do consider that a gross abuse of power.
And Mman is right, the entire point of a taser is to incapacitate. Using a taser on someone and then immediately demanding that they move shows either a desire to repeatedly taser a person for no real reason, or a serious misunderstanding of what a taser is, how it works, and why it's used. Neither of these conclusions are acceptable.
