It depends. It runs out of your body really fast because of grounding and all of that physics stuff but if you were touching his shoulder while it happened you'd probably feel it.
Electricity hurts like hell. It feels like someone's punching you in the heart and sitting on your chest at the same time.

Are you sure about that. It seems like the taser-phase last for at least 5-10 seconds of non-stop voltage? If you touch his shoulder you will become the new carrier of the electricity and you would get the equal amount of voltage right? I once got 220volts while trying to fix a GD-rom drive but strangely enough it made me feel merry afterwards.
I remember getting one hell of an electric shock when changing the switch plate to a lightswitch in my bedroom. The screwdriver had a plastic handle but I had my index finger and thumb at the base where the metal meets the plastic for a better grip. The screw went too deep, cut a wire, and a jolt just surged through my body. It wasn't enough to seriously injure me but it was enough break the circuits.
If that shit paralyzed me for a few seconds I can just imagine what a tazer can do.
I was shocked by an electric catfish at work the other day.
Hell yeah, I yelled at the catfish. I was all, "Here's your patriot act! Here's your freedom from undersea terror! I'll fucking stab you through the everything, fish! I'll fucking STAB you!" as I walked away to nurse my wounds and complain.
It hurt kind of. Enough to make you certainly notice you've just been shocked. To a tetra fish, it'd have killed or stunned it though... E-cats are the tazer of the fish world.

Honestly both sides involved were stupid the 5-0 was just stupider. Fuck police.
The kid was on his way out when they decided to start grabbing him. If the cops (or are they just rent-a-cops?) had handled things properly and not tried to grab him, it would have gone something like this:
cop "you on your way out?"
kid "yeah"
cop "good. we'll walk you out"
and they all lived happily ever after.
But of course, they had to try and intimidate him and act all forceful and shit, which is typical really. We all know that cops like to yell and manhandle people, that's just their thing. The kid should have just let them physically escort him out in the first place, and told them calmly that there's no reason to put their hands on him, but instead he started freaking out and he got zapped.
I really don't see how anything but good can come of this. Some idiot got owned, and some cops will get reprimanded for abusing their authority and using excessive force.
Kind of off-topic, but I really hate college kids complaining about guards having to check IDs, I really do. Honestly, I think I'm a nice guy, but I might've tasered someone too if I got 20+ dumb college kids everday complaining about it. At my school once a guy got pushed out of an elevator for not showing his ID, because instead of going "I forgot it at home, is there any way I can verify it some other way?", he got into a scream-fest and refused to leave the elevator when asked for ID. Granted he wasn't tasered, but I just want to say: college kids who wish they lived in the 60s are really annoying.
I have little to no experience with "real" police other than learning restraining moves from them, but campus police do nothing but sit around and sit around some more. I think excruciating boredom coupled with droves and droves of elitist college kids looking down on you everyday will lead to alot of repressed anger.
PS: I don't know how effective wrist-twists and other "less" hurtful forms of physical restraint are against pissy college kids, because I've been chokeheld and grappled on the ground, but not tasered or finger-stabbed in the back of the ear (supposedly a pressure point, and instant KO), and those were sufficient to stop me from resisting. Tasering someone is a bad move especially on an attention whore, because as we see there is so much ambiguity on its effects that allows exaggerations.
