Here's a few that were announced but really went nowhere:
Kimba the Lion- Back in the N64 days Nintendo was planning a game based on this old anime, the theme was "heart".
Farnation (DC)- Was supposedly a multi-player RPG that never surfaced.
Trigun (PS2/ Xbox)- Announced as a online title.
Capcom Vs Sammy (arcade)- Remember it announced at a game show but nothing afterwards. *-neo
I only skimmed through the thread so I don't know if this has been posted already, but: Unseen 64 (http://www.unseen64.tk), huge archive of beta and cancelled game screenshots and movies.
Shining Lore probably would've played like the rest of the Korean MMo crap out there, but the intro is cool.
Actually, it had nothing to do with the later Mana titles. Squaresoft simply wanted to use the trade name on another title. The FDS game never really went beyond the planning stages.

As for me, I still haven't gotten over Resident Evil 1.5. It may suck according to the developers, but they released enough media of the game for anyone to want more.
Heh. I've still got a promo stuffed panda from Shining Lore. He's got a toothy grin of pure malice.

Add EA's LOTR: White Council to the pile. Apparently, the whole project was a complete screw job and the man in charge was given the axe. Shame, it was the only EA game I could see myself spending money on.
It only sounded nice because of the concept - Oblivion in Middle-Earth. Bet you anything the game wouldn't have lived up to expectations.
