I googled this up and it seems interesting. Saw that there's a rom on the net, too... Is that some sort of unfinished beta or did it actually come out?

AFAIK, the english version was nearly finished, but never released to arcades. It may simply be super rare though, as I recall reading a forum post somewhere about a guy who was looking to buy the english PCB.

Yep. Sega never really had the rights (they bought them from Atari Games - owned then by Namco - who in turn didn't have them, since the rights it had bought from Mirrorsoft were eventually proven worthless by Nintendo's litigation), so the game had to be pulled when Nintendo and the Soviets finally cleared up the legal mess and Nintendo was awarded the sole rights to the home version. Tengen had to pull its version from store shelves, and Sega's never got off the ground. Mirrorsoft got the PC rights and the Russians kept the arcade rights, but the handheld arena is where all the profits were. We all know who won out there.
Garou 2's cancellation was bad news. I'd like to see this project resurrected as one of SNK's Taito Type X2 games. This system would have enough RAM to do SFIII animation and HD graphics (at least 480p).
I'd like to believe that they're not going to use Maximum Impact 3 to replace Garou 2. KOF MI will never be Mark of the Wolves in my book. After reading the below from Neo-Geo.com however, I'm not getting my hopes up.
I didn't really care for SVC Chaos that much after trying it at Chicago GameWorks. The control in it seems off.
