The commercial sounds like it will be pretty badass from what they've said about it. It's a mix of CG and live action created by Digital Domain. It seems like they are using it for many purposes, A) to spread word that Halo 3 is coming (not that anyone who cares about the game didn't know), and B) show potentially what could be seen if/when a Halo movie does come out.

Exactly. Instead of a Halo3 ad, it's an ad for the Halo brand; Halo Wars, possible Halo film, H2 maps, H3 Beta.
