Funny that it was announced, of all days, on the PSP launch anniversary.
If I was to take a wild stab at what's going on, I'd say that Squeenix got tired of one Dragon Quest every generation and decided to up the production speed by taking the handheld route. I'm willing to be we'll still get our one DQ on the PS3, but in the meantime there's this on DS to help combat the "once every four years" syndrome they were going through.

Wow, it really can't be overstated how big of a blow this is to Sony in Japan.
Plus, this move seems to back up a Square Enix quote from last month's EGM:
"We don't want the PlayStation 3 to be the overwhelming loser, so we want to support them. But we don't want them to be the overwhelming winner either, so we can't support them too much."
